I think i caused a commotion over nothing substantial, as I forgot the rule about being able to pick up anyone anyway and hoping they get promoted. For draftees you hope they move quickly, but there is one other type of player this affects: foreign professionals that sign with mlb (the akiyama types). Without a draft, is there any way we can manage acquiring them other than "race to be the first one in the league"?

My thoughts, we will not allow any players with no Major league ab's or IP to be acquired this offseason. Once yahoo opens we will put all free agents on a two day waiver so any foreign players or unclaimed prospects with no mlb experience can then be acquired and stashed if that is how you wish to use a bench spot. So the question remains "how do we handle Bryan Mata SP BOS?" a player who was so great and in demand that he failed to be drafted in two consecutive 15 round drafts mind you....

In one of my other dynasty leagues, we have a rule addressing this type of (after Prospect Draft or In-Season) signing. They call it the "Moncada Rule", and is stated as follows:
The Moncada Rule:
a. Real life players who are signed to real life major or minor league contracts after the start of the MiLB Draft date (March 1st), or in-season, is considered to be restricted and cannot be:
- Drafted in that current's year MiLB draft;
- Picked up via Yahoo Free Agency (normally or through waivers) in the same calendar year.
The earliest that said player can be added to a team is through the MiLB Draft of the following season. If he does not get drafted in the MiLB draft, then he is free to be picked up once Yahoo opens up that same season.
b. In the event that such a restricted player as described above accrues more than 130ABs/50IPs PRIOR to the upcoming year's MiLB draft, his status as a rookie will still stand - but only up to the conclusion of the draft. Once the upcoming year's MiLB draft concludes and if the player has been drafted, his rookie status will now then be nullified. At this time, the team that has drafted the player must promote him to their MLB roster.

that doesnt really even apply though. Had Yoan Moncada been picked up in our league after he signed he would have had to been dropped during the offseason and made available for the draft since he never made his major league debut until later the following year signed march 2015 debuted for the redsox september 2016

So players that just signed from Japan or unowned prospects with no Mlb ab’s can not be picked up at this time. Definitely not changing this at this point in the offseason.

Yup waiver order is listed here on proboards. Down toward the bottom of the main page is end of season waiver order. Waivers in season is a daily thing..players dropped spend i believe 2 days on waivers..maybe it was 3 I don’t recall at the moment and am not by a pc to double check. It’s a continuously rolling order that gets carried over from season to season. The big thing to remember is that any claimed player (waiver or Free agent) that doesn’t accumulate a major league stat must be dropped at seasons end and made available for the draft. So someone will likely claim Tolkerson for example..if as expected, he doesn’t get a major league call up in 2021 he must be dropped at seasons end. If he does get an ab then he is free to stay on the roster of the manager that scooped him up and held on. Hope that answers your question and clarifies it better.
